Surprised in a time when budgets are being slashed, that forces outside the area were sending personnel.

"Fuck it, he's holed up in your area, unlucky" is what I'd expect the average area Chief Constable or whatever he'd be called to say. Or at least, what I'd expect government to instruct him to say.

I'd like to add that yes he did some very bad things, but had he been properly evaluated psychiatrically (sp) I don't think he would have been released from prison.
