Los Angeles County Sheriff's Sergeant Dan Scott said the suspect, Bert Hicks, was a worker at a Los Angeles care facility and had already been prosecuted by police for two felony sex counts and two abuse counts.
He is currently in Tehachapi State Prison and scheduled for release in 2012. The second suspect's identity was not immediately released.
The computer hard drive - sent to detectives last March - shows forcible attacks with 'no consent' of the disabled victims.
Sgt Dan Scott described one assault that appeared to have been carried out by a paraplegic in some type of hospital or care facility.
'When he wheeled himself the room, he used his arms to hoist himself onto the bed,' Scott said.
'He removed the diaper of the victim. He engaged her in sexual activity, sexual assault. He then hoisted himself onto the floor, scooted across out the doorway and disappeared from the camera’s view.'
The disturbing videos are not being released to the public.
